Frederick County is excited to be able to partner with the Metropolitan Washington Council of Governments (MWCOG) to participate in the Transportation Land Use Connections (TLC) program. This project will identify ways to enhance the relationship between goods movement and existing and proposed land uses. Short and long-term land use and transportation recommendations will be developed. The project’s goal will identify best practices for accommodating freight movement while maximizing safety, air quality and quality of life. The study will address the accommodation of short-line and long haul trucking as well as clearly defining the role of short and long distance freight rail in the county. Freight dependent land use designations will be reviewed and opportunities for maximizing the utility of freight rail corridors will be identified. Intelligent transportation system resources for the management of goods movement and safety will be identified. The project will also include recommendations for implementation and incorporation of study findings into an upcoming small area and corridor plans and local and regional transportation plans.
All business owners, shippers, carriers and customers are invited to take the survey. To participate, please visit www.surveymonkey.com/s/frederickcountyfreightlanduseplan

Public Meeting on Top, Local Road Project
The Maryland State Highway Administration (SHA) will be holding a public informational meeting on the U.S. 15/Monocacy Boulevard Interchange Project on Tuesday, November 16th from 5:30 p.m. to 7:30 p.m. The forum will take place at Governor Thomas Johnson High School, on North Market Street in Frederick.
The meeting will acquaint the public with the project and provide an update on issues and studies concerning the interchange work, which began in 2005. The SHA says design efforts to alleviate traffic problems in the area are continuing. Authorities have completed the planning phase of the project and propose a grade-separated interchange to replace the existing at-grade intersection of U.S. 15 and Monocacy Boulevard.
The new interchange, according to the SHA, will allow motorists on Monocacy Blvd. to cross over U.S. 15, creating an east-west connection with Christophers Crossing. The project includes a bridge, ramps and signalized intersections.
For further information, please visit the SHA's website: www.roads.maryland.gov (click on Projects & Studies/SHA Projects Page/Frederick County/Monocacy Interchange).

FDK Breaks Ground on First Air Traffic Control Tower
The groundbreaking for Frederick Municipal Airport's $5.3 million first air traffic control tower was held today and OED was in attendance. U.S. Sentators Benjamin Cardin and Barbara Mikulski joined several local elected officials at the ceremony along with officials from the FAA.

Bottom photo: Senator Cardin speaks to today's gathering.
Construction of the tower is expected to be completed within 18 months and is funded by a grant from the Federal Aviation Administration through the 2009 American Recovery and Reinvestment Act.
The airport has two runways and handles a diverse mix of aircraft, including presidential helicopter Marine One. In recent years, the largest growth segment for the airport has been in corporate jets. With two flight restriction areas within a few miles of the airport, it is expected that an air traffic control tower will serve a larger homeland security role by significantly decreasing the number of intrusions into restricted airspace.

Chamber's Brown Bag Lunch Discussion
Local professionals are invited to a Brown Bag Lunch Discussion at the Frederick County Chamber of Commerce office on Friday, March 26 from 12:30 to 2 p.m. The open forum discussion, moderated by Chamber board members, is an opportunity for the business community to share their challenges, best practices, goals, and ideas with fellow Chamber members.
This month, participants will learn how to save money with free transportation benefits, including teleworking, government tax savings, flexible schedules, coworking, and other creative ideas. Experts from Frederick County TransIT will share practical tips for saving money and increasing productivity.
“Traffic and transportation are always a concern for the business community, and we’re thrilled to connect local organizations with resources to help them save money and make life easier for their employees,” said Ric Adams, Chamber President & CEO. “After record snowfall in February and the decreased productivity that resulted from travel restrictions and school closings, I think many of us are also interested in learning about technology and other tools that will help us work effectively outside of the office.”
Space is limited to 30 participants. This event is free for Chamber members and $10 for non-member guests. Register online at http://www.frederickchamber.org/ or call 301.662.4164 x 201 before March 23.

TransIT Connects People and Places
Connecting People & Places is more than just a slogan. TransIT connects people and places all around Frederick County, providing access to work, education, recreational and volunteer opportunities six days per week, 307 days per year. County resident, Larry Minnick, uses TransIT-plus to get from his Myersville home to Goodwill Industries in downtown Frederick where he attends adult basic education classes to develop reading, computer and travel skills. Afterwards, Larry takes a connector bus from downtown to his place of employment on New Design Road.
In addition to using TransIT for education and employment, Larry rides the bus to volunteer at Goodwill. He is one of Goodwill’s Volunteers of the Year. Store managers state, “Larry always brings excitement to the work area... and Larry is always motivated, happy and great to be around.” Patie Elsberry, Goodwill Program Manager, said, “None of this would be possible for Larry without TransIT.” Patie feels strongly that TransIT plays a vital role in her participants’ lives, as 90% of them do not have a driver’s license or own a car. She explains that TransIT benefits participants in many ways:
• Provides opportunity for participants to receive services in their many job readiness programs.
• Those who bicycle as a means of transportation can load their bikes on TransIT bus bike racks.
• Offers mobility for people with disabilities, as TransIT buses and shuttles are accessible. Buses are equipped with wheelchair lifts and steps can be lowered.
Many service agencies, including Goodwill and the Freedom Center, provide travel training on TransIT buses and some offer monthly TransIT passes to clients to enable them to reach their destinations — and their goals. A travel training video is available on TransIT’s website: www.co.frederick.md.us//index.asp?nid=224.
Can TransIT assist you or someone you know? For more information, visit their website at www.co.frederick.md.us/transit or call 301-600-2065. TransIT invites you to ride and find out what 792,000 riders already know ... TransIT Connects People & Places!
